Contribution Limits

Federal Account:

Individuals have an aggregate limit of $69,900 per two year cycle for ALL federal contributions (including the RNC, ORP Federal Account, NRCC, NRSC, etc.)

Federal dollars are commonly called "hard dollars" because federal monies can be used to pay for anything.

The ORP uses federal dollars to fund get-out-the-vote efforts for all candidates, specifically when there are federal candidates on the ballot.

This money is also used for federal candidate support in direct contributions to a federal candidate's committee.

The Victory Fund is a subset of the Federal Account set up by the ORP to fund the Victory program. The Federal Account is regulated by the Federal Election Commission.

State Account:Money contributed to the State Account is considered "soft dollars" because it cannot be spent on everything – specifically activities and programs that deal with federal candidates.

The ORP uses funds raised into the State Account to pay for operations – including (but not restricted to): building maintenance, utilities, most payroll, supplies, etc.Along with the Restricted Fund, the State Account is considered, and often called, our "Operating Account."

The State Account is regulated by the Ohio Secretary of State.

Restricted Account:

The Restricted Fund was created by House Bill 1 which went into effect on April 1, 2005.

The Restricted Fund allows the ORP to accept $10,000 per year from corporations.

The ORP uses the Restricted Fund to pay for operating expenses along with the State Account.

The Restricted Fund is regulated by the Ohio Secretary of State.

Ray Bliss Trust:

The Ray C. Bliss Trust Fund (building fund) is a trust fund established up by the Ohio Republican Party to defray the purchase and construction costs of a permanent headquarters building.

We can accept corporate contributions up to 10% of the original cost of the building.

Funds in this account are used to pay the mortgage and improvements to the building.

State Candidate Fund:

The State Candidate Fund is used to make direct contributions and in-kinds to state candidates.

State candidates help raise money into the SCF.

Monies in the SCF may not be earmarked for a candidate.

The SCF is regulated by the Ohio Secretary of State.
